NHS Suffolk hots up

The Invitation to Tender (ITT) for NHS Suffolk’s community healthcare services was issued to the shortlisted bidders on 8 August. This divestment follows national Transforming Community Services guidance which dictates that all primary care trusts (PCTs) should separate their provider and commissioning arms.

There are nine bidders interested in the five available Lots, and they have until 12 December to make their final ITT submissions, articulating exactly how they would build upon these respected community services in the region. Staff had the opportunity to attend a ‘meet the bidders’ on 22 September, and the feedback was very positive.

And then there were nine

Last month’s SPT Update mentioned that shortlisting had taken place in the divestment of NHS Suffolk’s community services. The company are pleased to now be in the position to tell you that nine organisations have demonstrated their capacity and capability through their PQQ (pre qualification questionnaires) submissions. The nine are as follows:

  1. Assura Medical
  2. Essex Cares Limited
  3. Medequip Assistive Technology
  4. Norfolk & Waveney Mental Health NHS Foundation Trust
  5. Norfolk Community Health and Care NHS Trust
  6. North Essex Partnership NHS Foundation Trust
  7. Nottingham Rehab Services
  8. Serco Health
  9. West Suffolk Hospital NHS Trust

The shortlisted organisations were issued with an ITT (invitation to tender) on 8 August. In their ITT submissions, respondents will need to expand on their ideas for the future of Suffolk Community Healthcare and further demonstrate their ability to take the organisation from strength to strength.

Bidders will visit NHS Suffolk properties on 24 August, and clarification meetings are scheduled for the week commencing 30 August. The
deadline for ITT submissions is 19 September. 

Evaluating the PQQ (28 July)

An ‘open competition’ is being held, inviting organisations from inside and outside the NHS to show interest in leading NHS Suffolk’s community services. A pre-qualification questionnaire was issued on 16 May, and a total of 17 organisations submitted responses by the 15 June deadline. The submissions received covered all of the five Lots being advertised.

Then began the substantial task of evaluating the submissions and this was undertaken by a team consisting of local subject matter experts identified by NHS Suffolk, representatives from the Strategic Projects Team and legal and financial advisors. The shortlisted organisations are expected to receive an ITT (invitation to tender) on 8 August.

In their ITT submissions, respondents will need to expand on their ideas for the future of Suffolk Community Healthcare and further demonstrate their ability to take the organisation from strength to strength. The deadline for submissions is expected to be 19 September.
